Stuck at 99.71%.
And while you could normally take a slightly incomplete MP3, rename it and it would still play, the M4B format doesn’t lend itself to doing that. Even with 99.71% of the information there, any player will say it is 00:00 length, so it can’t be played (even by the very forgiving VLC).

While what ssafe05 is true, you can however use VLC to convert m4b files to mp3. This might allow the faulty file m4b stuck at 99.72% to be playable as an MP3. Most people don’t realise VLC can be used to convert files.
Open VLC, press Ctrl + R on your keyboard to activate the “Open Media” window. Click on “Add” button and input your M4B files then click “Convert/Save”. In the popped up window, you will see a drop-down menu of “Profile”, select “Audio–MP3” from it. Then, click “Browse” to choose an output folder. Now, click “Start” to get VLC convert your M4B files to MP3.

mindreading - Very kind of you to provide the overview.
I’ve actually spent a couple of hours on this now, trying various file edits at the byte level and then using faad.exe to extract. No joy–extraction always fails.
VLC outputs a few bytes of garbage and one byte of payload: 0×000000 — which is not what you want :-) I have a feeling something was broken in the file from the start. Judging by the comments, there has never been a successful download that played.
There is probably no alternative to asking PROLOG very politely to please verify and re-upload the file. That would be generous of them and beyond the call.

Yes I did not try file myself but was making people aware that VLC has that option to convert. I just found same file on other sites and it seems they are all stuck at 99% Dodgy file across all sites it would seem.
