I noticed it was a large 802MB mp3 file; I figured I could reduce this and convert it to the more preferred m4b.
(I do realize this is a lossy-lossy conversion - not ideal).
LosslessCut 3.64.0.0 to losslessly split into mp3 chapter files
Convert with Foobar2000 2.25.1 with Nero AAC to m4a (64kbit)
AudioBookConverter to losslessly assemble and insert chapters to m4b
Foobar2000 to edit tags
